This is me Landing at Houston Hobby Int'l Airport and what it looks like from the pilot's perspective. What you are seeing is what is called an ALSF-2 light system for Runway 04. An ALSF-2 is a High Intensity Approach Lighting System with Sequenced Flashing Lights, and it provides the basic means to transition from instrument flight to visual flight for landing.
